Overview of Regional Evaluation

The EIIS Implementation Team's Evaluation Working Group came together to develop a regional evaluation plan to collect data regarding services available to children with ASD and their families in Western Nova Scotia. The working group decided that as part of an on-going program evaluation, the Region would collect information from four target groups; service providers from community services and health sectors, school staff, families, and physicians.

The Evaluation Working Group developed and piloted four questionnaires specific to each target group. Each questionnaire captured both qualitative and quantitative data about services across the Western Region. The purpose of the evaluation questionnaires were to:

  • Generate a community profile of the available services;
  • Generate a skills inventory and explore service providers' comfort levels in applying training received;
  • Explore the Region's capacity to meet the needs of children with ASD;
  • Measure the quality of pre-school services;
  • Assess satisfaction with the Region's transition to school process.

The objective of the evaluation process was to collect data at two points along project implementation in order to make comparisons of how service delivery has changed over time and to determine what impacts the EIIS Autism Teams have had on the communities they serve.

Ideally, data collection in the first phase of the evaluation would have occurred prior to project implementation in order to establish a baseline of existing services, before changes were made, from which comparisons could be drawn. However, the first distribution of the regional evaluation questionnaires began in May 2002. At that time, the EIIS Autism Teams were approximately three months into project implementation and enhanced services were being offered. The second distribution of the regional evaluation questionnaires began in September 2003, approximately one year after the completion of data collection in Phase I.

This report summarizes the data collected in each phase of the evaluation process for each of the four target groups. Where applicable, comparisons are made between these two phases to illustrate what impacts the implementation of the EIIS initiative has had on service delivery across the Region.
